Tim prosecutes and defends cases before regulatory committees and the Queen’s Bench Division of the High Court (Admin). He works with some of the major regulators in the professions including healthcare, accountancy and Law. Tim is a pragmatic and skilled advocate who understands the pressures upon modern regulators, solicitors and professionals alike.
Tim has drafted the rules of a number of regulatory bodies and associations and regularly advises on amendments and bye-law changes.
He also has experience of advising and appearing for defendant regulators in judicial review proceedings.
Healthcare
Tim works both in mainstream healthcare and in healthcare regulation.
He represents individuals and business in CQC proceedings before the First-Tier Tribunal (Health and Social Care) and Upper Tribunal.
Tim represents NHSE in performers list proceedings in relation to GP performers and Pharmaceutical performers.
In Healthcare regulation he appears on behalf of Registrants in proceedings before the HCPC, GDC, GMC, NMC, GOC, GCC and others.
Financial Services Regulation
Tim has appeared in and advised on numerous cases involving FCA enquiries and investigations, including in relation to LIBOR, compliance and non-financial misconduct investigations.
Financial Professionals Regulation
Tim has worked in Accountancy Regulation for 16 years. His financial services regulation work includes advising accountancy regulators, tax advisers, insolvency practitioners auditors and actuaries. He regularly appears and advises in proceedings brought by ACCA, ICAI, TDB, IPA and IA. Tim is a member of the Conduct Committee of ICAEW.
Education
Tim advises individuals and educational institutions on procedures and rules dealing with misconduct and disciplinary disputes.
Legal Services Regulation
Tim regularly represents solicitors, patent & trade mark attorneys, licensed conveyancers and legal executives in professional disciplinary and other regulatory proceedings including before the SDT, the CLC and IPReg. He sits as a legal adviser to the Intellectual Property Regulator and is Chair of the Independent Decision Making Body of the BSB.
Other Professional Discipline
As well as his work in sector specific professional disciplinary matters, Tim also represents and advises a wide range of individuals and Regulators in other sectors. For example, Tim represents individuals before the Architects Registration Board (ARB) has represented and advised the Institute of Engineering & Technology (IET) in bringing misconduct proceedings and sits as a Legal Advisor to the Royal Institute of Chartered Surveyors (RICS).
